We travelled to Algeria for several days to celebrate the 20th anniversary of our cooperation and present together to the Algerian authorities of the world of justice, and in particular to the Minister, our common commitment to digitisation and the fight against money laundering.
We hosted a delegation from the Thai Ministry of Justice at the CSN, in the presence of Valérie Delnaud, Director of Civil Affairs and Seals at the Ministry of Justice, and Lionel Galliez, President of the UINL. During a multi-day working mission in Paris, we presented the French notarial system and its various actors.
In the framework of the 120th Congress of French Notaries, the Kazakh and French notaries renewed their cooperation agreement. This was an opportunity to highlight the dynamism of this cooperation between the two notariats and to discuss projects for 2025.”
We welcome Mr. Nguyen Hai Ninh to the CSN for a working meeting to discuss reforms regarding the Notariat Law and the Land Law, as well as joint projects for 2025 between the two notariats.
We gave a presentation on digital notariat at the international conference ‘Realities and Perspectives of National Legal Education – 65 Years in the Service of National Jurisprudence.’ This conference marks the 65th anniversary of the Moldova University of Law. On this occasion, we meet Aliona Teleuca, President of the Chamber of Notaries of Moldova, and Simona Pavel, the liaison magistrate on site.”
On the occasion of the 20th anniversary of the Armenian notariat, we participated in the international conference ‘Perspectives on the Development of the Notariat’ to present the practice of mediation by notaries in France.
From 13 to 16 March 2024, Sophie Sabot Barcet, President of the CSN, Edouard Grimond, Spokesperson for the Conseil supérieur du notariat and Laurent Fritsch, Delegate for La Francophonie at the Conseil supérieur du notariat, attended the Congrès des notaires du Québec. Thanks to Hélène Potvin, President of the Chambre des notaires du Québec, the delegation met Simon Jolin-Barrette, Quebec Minister of Justice, and Éric Poirier, Director of Guidance and Compliance with the Charter of the French Language, Ministère de la Langue française. A meeting with Quebec notaries who act as mediators provided an opportunity to discuss the various ways in which mediation is organised and developed.
On April 18 and 19, 2024, we spoke at this year’s conference on “Europe’s Digital Decade – Artificial Intelligence and Digital Transformation”.
Like every year, we co-organize the “s’expatrier mode d’emploi” trade show.
In 2024, the show welcomed 1,814 visitors interestied by living abroad. 180 consultations were carried out on the notaries’ stand, and 710 people attended the conferences co-hosted by notaries on the themes of “gifts and inheritance”, “property sales and wealth tax”, and “expatriating as a family”.
In Vilnius, in the presence of Mrs. Evelina Dobrovolska, Minister of Justice of Lithuania, Mr. Peter Stelmaszczyk, notary in Germany and President of CNUE 2023, handed over the reins to his Lithuanian colleague Marius Stračkaitis for a one-year presidency.
On 12 June in Vilnius, CNUE member and observer notariats meet for their plenary General Assembly.
On this occasion, we celebrate the addition of three new observer members to the ranks of the CNUE: the notariats of Albania, Georgia and Moldova.
On 6 February 2024, we signed a two-year partnership agreement to facilitate cooperation in the implementation of initiatives to promote the French language, particularly in the business world, and to promote continental law. The signing of this agreement is part of the preparations for the 2024 Francophonie Summit to be held in France on the theme of ‘Creating, innovating and undertaking in French’. This 19th Francophonie Summit will be a major diplomatic, political, economic and cultural event, with the French language as a link.
In the frame of the cooperation agreement renewed in 2021 between the Conseil supérieur du notariat and the Chambre nationale des notaires des Comores, we travelled to the Comoros from 25 February to 3 March 2024, at the invitation of the Comorian notariat, to take part in the revision of the main texts governing the profession, in particular the notarial law of the Union of the Comoros, the code of ethics and the national regulations. At the end of the work meetings, these new documents were jointly presented to the Minister of Justice, Mr Djae AHAMADA CHANFI.
The 6th Conference of Notariats of the Indian Ocean was held on 5 and 6 March 2024 in Madagascar, focusing on three main themes: ethics and the organisation of a notarial office, subdivision and horizontal co-ownership, and international successions. We intervened in all three training seminars. The formal session opened in the presence of Madagascar’s Minister of Justice, who emphasised the importance of the notarial profession in ensuring legal certainty, particularly in relation to property in the Indian Ocean. Around one hundred notaries attended the conference, including delegations of 14 Comorian and 8 Mauritian notaries.

As part of our cooperation with the Ministry of Justice of Cambodia, we received a delegation led by Davann TANHEANG, Secretary of State for several working meetings on the draft law on Cambodian notaries.
After 4 years of waiting, we returned to China to present the French version of the Chinese Civil Code developed in cooperation with the Institute of Comparative Law of Panthéon-Assas University and the Henry Capitant Association. The book was presented to our partners of the Sino-French Centre for Training and Notarial and Legal Exchange in Shanghai and the Association of Notaries of China at symposiums on civil code in Shanghai and Beijing, at the Jiao Tong and Renmin University. We also participated in the 12th Franco-Chinese Meetings of Law and Justice organized by the Embassy of France in Beijing on housing and sustainable development.
As part of our cooperation with the Serbian notariat, we went to Belgrade on 12-13 June 2023 to assess the progress of this Serbian notariat in the field of digital archiving in cooperation with the Post Office of Serbia.
On the occasion of the participation of the Secretary of State and Deputy Minister of Justice of Serbia and the President of the Chamber of Notaries of Serbia in the Deauville Congress, we renewed our cooperation agreement on September 18 to strengthen our digital collaboration.
As part of the international conference on digital issues organized by the notariat of Uzbekistan, we presented the French experience and talked about the issue of digital assets and their transmission. More than thirty countries gathered in Samarkand to share their experience.
On September 26, 2023, we renewed the agreement linking our two notariats, in the presence of the Mongolian Ambassador to France. The signing marks the tenth anniversary of our cooperation, and forms part of a study trip to France on the themes of mediation, the fight against money laundering and the guarantee fund.
As part of our cooperation with the Ministry of Justice of the Kingdom of Cambodia, we met with Koeut Rith, Minister of Justice & Deputy Prime Minister, to discuss the draft law on the Cambodian notarial profession.
As part of the 30th anniversary of legal and judicial relations and the 50th anniversary of diplomatic relations between France and Vietnam, we signed a new cooperation agreement with the National Association of Notaries of Vietnam on September 10, 2023, in the presence of the President of the International Union of Notaries. This two-year agreement reaffirms our support for the Vietnamese notarial profession in a variety of areas.
We took part in a conference on digital issues at Chisinau as part of the 25th anniversary of the Moldovan notariat.
On July 19, we met DANG Hoang Oanh, Deputy Minister of Justice of Vietnam, and her delegation within the framework of a study visit to France.
On 27 April, we renewed our cooperation agreement with the Bulgarian notariat at the Bulgarian Ministry of Justice in the presence of the Deputy Minister. The aim is to provide our expertise in dematerialisation and digitisation but also to support our expatriate fellow citizens by organising legal information meetings
We participated in the General Assembly of the International Commission on Civil Status (CIEC) on 20 September 2023 in Strasbourg and at the working meeting on 21 September 2023 on the modernisation of the certificate of matrimonial capacity and capacity to conclude a registered pact. 17 representatives of States and international organizations participated in this working group.
We continue to support the civil status of children by organizing the launch of the comic strip (with Lafon editions of which the notariat is a partner): “Les enfants fantômes” which describes the extraordinary destiny of Ibou and Arame.

On June 12, 2023, we host the mediation working group of the Council of Notariats of the European Union (CNUE) in Paris.
This is an opportunity to present the various aspects of the mediation in the French notarial profession to European notary-mediators: mediator of the profession, mediation by notaries, mediation for legal entities governed by public law. An opportunity to exchange ideas on how to make mediation better known to individuals, businesses and local authorities.
On June 6, 2023, President Sophie SABOT-BARCET and President Adam TOTH renew the Franco-Hungarian cooperation agreement for five years.
The agreement includes regular exchanges on new technologies and the organization of legal information sessions for French expatriates in Hungary and Hungarians in France.
As part of our cooperation agreement with the Uzbek notariat, we travelled to Uzbekistan to discuss digital issues and challenges with the Uzbek Minister of Justice and our partners and took part in a conference on the topic.
During a visit to Astana, we renewed our cooperation agreement with the Kazakhstan notariat and met the Minister of Justice, the President of the Constitutional Court, and several representatives of the country’s authorities to discuss the role of notaries and the supervision of their activities.
A delegation composed of representatives of the Ministry of Justice and the Notariat of Kazakhstan came to Venelles, in the south of France from 19 to 21 April to visit the ADSN and study the digital tools used by French notaries.

On 24 March in Warsaw at the French Embassy, we organised an information morning for French expatriates in Poland. Opened by the Ambassador and in the presence of the Consul, this meeting allowed a Franco-Polish team to review their respective family, inheritance and property law and to answer expatriates’ questions.
On 21 March at the Italian Consulate General in Paris, we took part in an information evening for Italian expatriates in France, organised by the Council of the Italian Notariat. Opened by the Consul and the President of the Italian Notariat, this meeting allowed a Franco-Italian team to review their respective family, inheritance and real estate law and to answer the expatriates’ questions.
The 7th Colloquium of Mediterranean Notariats will be held in Brasov, Romania. The French notariat intervenes around three themes which are :
Theme 1 “The notary at a distance from the parties”;
Theme 2 “The notary and the cross-border succession” ;
Theme 3 “The notary and the cross-border annexed acts” ;
During a mission to the Comoros, from 27 February to 3 March, in partnership with the French Organisation of chartered surveyors, and with the technical and financial support of Expertise France, we met local authorities, including the Minister of Justice, as well as the French ambassador and the French services. The aim of this mission was to discuss the land reform project and to provide training to Comorian justice auditors, notaries and surveyors.
During the Executive Board of the Sino-French Center which took place on 7 March 2023, by videoconference, Maître Sophie SABOT-BARCET, President of the CSN, was elected for 2 years mandate President of the Sino-French Center, replacing the outgoing President Maître David AMBROSIANO. On this occasion, the Executive Board launched its program of actions for 2023.
After a reception in the premises of the French minister for Europe and Foreign Affairs, we inaugurated the French presidency of the International Union of Notaries in the person of Lionel Galliez on 24 February in the auditorium of the Conseil supérieur du notariat, in the presence of the Minister for Justice.
On 20 January in Berlin, together with the Federal Chamber of Notaries of Germany, we renewed our cooperation agreement for three years. This includes the creation of bilateral tools, particularly in the field of information technology and the fight against money laundering, the organisation of joint training events and the organisation of free information meetings for expatriates to facilitate access to the law and prevent legal difficulties.
After very constructive meetings with the General attorney, the Registrar General and the Minister of Finance, we renewed on 7 March 2023 the cooperation agreement between the French and the Mauritian notariats with a view especially to assisting the Mauritian notariat in the implementation of the electronic authentic act (AAE) and the dematerialized and secured exchange of data with the Mortgage Registry (teleacte).
On February 23, 2023, we welcomed a delegation from The China Notary Association led by its President Jiaming DENG, also Vice-President for Asia of the UINL, within the framework of the cooperation agreement between the French and Chinese notaries.
We renewed the cooperation agreement with the Notariat of Madagascar in the presence of the Managing director of the ministry of Justice, the General attorney and magistrates of the Supreme court. This agreement deals especially with the continuation of the support to the Malagasy notariat in its ongoing transition towards a digital notariat.
On 24 September, at the invitation of the French Embassy in Poland, we went to Warsaw to take part in the Embassy’s open day. This event was an opportunity for the expatriates to share a moment with the French and Polish notaries who, holding a desk, were able to answer their questions.
On 13 October, a legal information session for French expatriates in Belgium was held at the French Embassy in Brussels, co-organised with the Belgian notariat and the Consulate. After an opening by the Ambassador, about forty French expatriates could benefit from presentations made by Belgian and French notaries and ask questions.
On February 17, 2023, we signed in Phnom Penh a new memorandum of cooperation with the Ministry of Justice of the Kingdom of Cambodia. Following several years of regular exchanges, this new partnership focuses on the establishment and improvement of the notarial system, the training of Cambodian notaries, communication, and new technologies of interest to the profession.
We support the Lebanese notary’s office in its project to modernize its technological tools for the registration and publication of authentic real estate deeds, and meet with the Minister of Justice as well as the President of the Law Commission of the Lebanese Parliament in this framework.
We participate in the 15th University of African Notaries held in Cotonou from 26 to 30 September 2022.
We organise a mission to Senegal from 23 to 27 October 2022 to meet the public actors concerned by the problem of children without civil status and present the Guide of the International Organisation of the Francophonie, together with the Parliamentary Assembly of the Francophonie and the French Institute

At the request of the Cambodian Ministry of Justice and in partnership with the University of Lyon III, we carried out a mission to Phnom Penh the 13-16 July in order to work with our partners on the legislative reform projects in progress. We also spoke at a conference organised by the Universities of Lyon III and Phnom Penh on the theme of “co-ownership in the light of urban, environmental and digital transitions.
On Wednesday 30 November 2022, the French notary Lionel Galliez was elected President of the Union Internationale du Notariat (UINL) by the General Assembly of Member Notariats meeting in Mexico, for the 2023-2025 legislature. He succeeds Cristina ARMELLA, an Argentinean professor and notary, who was the first woman to be elected President of the UINL. Lionel Galliez has been a notary for 23 years. He is currently practising in Paris and has been following the international action for 18 years. He is the 4th French President of UINL.
We participated in a mission to Hanoi organised by the Ministries of Justice, Europe and Foreign Affairs, and by Expertise France in the presence of French legal actors in order to prepare the 2023 cooperation actions with this country.
Within the framework of our cooperation with the Chamber of Notaries of Serbia, we received a Serbian delegation in Paris and within our structure specialised in digital tools, the ADSN, in order to exchange on digital solutions within the framework of the ongoing modernisation of the Serbian notary’s office.
The three-year training cycle offered by the World University of Notaries of the International Union of Notaries-UINL to young notaries from all over the world came to an end during the 30th International Congress of Notaries, held in Cancun, Mexico, on 1, 2 and 3 December 2022.
The 2020-2022 cycle was devoted to the aftermath of the pandemic and the entry of the notarial profession into the digital age. Under the main theme of ‘The notary, a major player in continental law: protection of the citizen, protection of society’, the years 2020, 2021 and 2022 successively focused on the ‘reaction and adaptability of the notarial function following the pandemic’; the ‘notarial function and the notary’s function and the authentic act of the notary in a digital context”; and finally, on the “notary 4.0: reinventing his missions for tomorrow”. 269 participants were trained during this cycle
As part of our cooperation with the Mongolian notariat, we held a webinar that focused on communication tools, client relations and training for notaries.
International colloquium on the housing of tomorrow with the Fondation pour le droit continental 20 October
We took part in the international colloquium organised by the Foundation for Continental Law on the housing of tomorrow and took part in the opening session as well as in the round table “Developing housing in the city: how to deal with climate change” to present the solutions of the French notariat.
As part of its action to support the Ukrainian notariat, we received a delegation from the Ukrainian Chamber of Notaries at our structure specialising in digital tools, the ADSN, in order to present our digital solutions to them, particularly in the context of the rescue and safeguarding of notarial data in conflict zones.
At the request of the Cambodian Ministry of Justice and in partnership with the University of Lyon III, we carried out a mission to Phnom Penh in order to work with our partners on the legislative reform projects in progress. We also spoke at a conference organised by the Universities of Lyon III and Phnom Penh on the theme of “co-ownership in the light of urban, environmental and digital transitions”.
As for the February 2020 edition, we participated in the 11th edition of the World Urban Forum/WUF organised by UN-Habitat in Katowice, Poland. The WUF is the main international conference on urban development. We were associated to the French representation led by the Partenariat Français des Villes et des Territoires-PFVT. We presented on the French Pavilion our legal solutions and tools in the framework of co-ownership and sale on plan/VEFA.
On June 22 we intervened about digital technology at the 2nd Central Asian International Notarial Conference “Modern Challenges and Development of the Notariat in the Conditions of the New Reality” held by the Republican Chamber of Notaries of Kazakhstan on the occasion of the 25th anniversary of the adoption of the Law of the Republic of Kazakhstan “On the Notariat”. The conference was attended by 125 people, including representatives of the Supreme Court, the Office of the Prosecutor General of the Republic of Kazakhstan, the Ministry of Justice, the Ministry of Foreign Affairs, the Council of Jurists of Kazakhstan, the National Chamber of Entrepreneurs “Atameken”, the Republican Bar Association, the Republican Chamber of Bailiffs, the Republican College of Legal Advisers of Kazakhstan, as well as academics and representatives of the scientific community.
Within the framework of the Franco-Kazakh cooperation agreement, renewed on 31 May 2022, we took part on 20 June in the 4th joint colloquium held this year in Kazakhstan, in Nur-Sultan. The colloquium “Digital notariat: remote acts and digitization of data” was opened by the president of the Kazakh notariat, Me Assel ZHANABILOVA, the 2nd vice-president of the CSN, Me Pierre-Jean MEYSSAN and the Vice-Minister of the Ministry of Justice of Kazakhstan, Almat MADALIEV. Me VIENNE spoke about digital notaries and remote acts in France and Me ESANU developed the subject of digital transactions.
In view of our commitment to Francophone values, we had the pleasure to speak before the APF Committee on Cooperation and Development about securing land tenure, and before its Committee on Education, Communication and Cultural Affairs about the support for the delivery of civil status to children. These presentations were made at the 47th APF session which took place from 8 to 9 July 2022 in Kigali (Rwanda).
We went to Dushanbe on 6-8 September to get to know better the Tajik notariat . We met the Chief Notary of the Republic of Tajikistan, Mr SHAROFIDDIN, who expressed his keen interest in being accompanied in the process of transforming the public notariat into a private notariat. On this occasion, we met the Minister of Justice and the Deputy Minister in charge of notaries.
On 12 October, we signed a cooperation agreement with the National Chamber of Notaries of Uzbekistan in Marseille, in the presence of a representative of the Ministry of Justice of Uzbekistan. We therein commit to maintain a permanent dialogue, and to exchange about reforms affecting the exercise of the profession, particularly when they concern the digitalization of notarial procedures.
We went for the first time to Tashkent in Uzbekistan from 13 to 16 November 2021, just before of the entry of the Uzbek notariat to the UINL. A seminar was held at the National Chamber of Notaries of Uzbekistan in the presence of the President and Vice President of the Uzbek Notariat and a delegation from the Federal Chamber of Notaries of Russia. A meeting at the Ministry of Justice was held in the presence of the director of the services in charge of notaries and lawyers, and the people in charge of information systems, who designed the centralised platform for managing notary offices. We were able to meet with the French Ambassador to Uzbekistan, Mrs Aurélia BOUCHEZ, accompanied by the Head of the Economic Service for Uzbekistan and Tajikistan and the Embassy’s technical cooperation officer.
We co-organise and intervene in the first French-Kyrgyz seminar on digital technology in notarial activity ; it takes place at the Ministry of Justice in Bishkek, with representatives of the notarial profession and of the Ministry.
Paris, on 14 November, we will host the last training course of the CNUE Training IV programme. It focused on company law in France, Belgium, the Netherlands and Luxembourg. Topics covered: digital tools, cross-border mergers and demergers.
The Spanish notariat came to Venelles (Bouches du Rhône) on 15 September for a visit of the ADSN, the digital factory of the French notariat. On this occasion, we had a long discussion on cybersecurity issues, remote acts and the tools available to notaries to combat money laundering.
We carried out a first mission to Armenia from May 5th to 8th in order to get a better understanding of the operating rules of the Armenian notariat and the context of the recently adopted reforms. The President of the Armenian Notarial Chamber, Mrs Muradyan, organised a presentation session of the two notaries, as well as a meeting at the Ministry of Justice with several representatives of the Ministry, including the General Secretary, who confirmed the willingness of her Ministry to develop relations between our two notaries. We were also able to exchange with the First Counsellor of the French Embassy in Yerevan.
As part of the Franco-Kazakh cooperation agreement, renewed on May 31, 2022, in Paris, we went to Almaty, the second city and former capital of Kazakhstan, on September 5th to provide the third training session for Kazakh notaries, which focused on the subject “The practice of notarial real estate sales in France”. The training was led by Me Kristina ATANASOVA and the president of the Kazakh notariat, Me ZHANABILOVA.
On May 11th and 12th we participate in the 9th Franco-Chinese meetings on Law and Justice organised by the French Embassy in Bejing. The main topics were real estate tax and property and land registration.
Notaries from 91 countries will gather together in Cancun (Mexico) about “The exercise the notarial public function in times of pandemic and post-pandemic” (https://30uinlcongress.mx/).
On July, 20th we renewed our cooperation agreement with the National Council of Polish notaries in Warsaw; the aim is in particular to provide better support for French citizens in Poland and Polish citizens in France by publishing bilingual legal information sheets and organising free information meetings in embassies and consulates.”
On 4 May, as part of the French Presidency of the Council of the European Union, the High Council of the French notariat (CSN) and the Ministry of Justice organised a joint conference on “Civil Justice in Europe in the Digital Age”. 19 countries and the European institutions were represented. Speakers included the European Commissioner for Justice, the Director for Civil Affairs, the Executive Director of the EU-Lisa agency and the President of the Council of the Notariats of the European Union (CNUE). Opened by the President of the CSN, the debates took stock of what had been achieved by notaries and magistrates (remote power of attorney, open data of court decisions) but also of the risks and opportunities for the future: respect for privacy, limits of the use of artificial intelligence, digital divide.
On 3 May, we hosted and participated in the meeting of the European Notarial Network (ENN). Opened by the President of the Council of the Notariats of the European Union (CNUE) and the Secretary of the High Council of the French notariat (CSN) Board in charge of European affairs, Laurence Leguil, the meeting was exceptional in more than one respect: it was the first face-to-face meeting since the pandemic and the Ukrainian notariat participated for the first time. It provided an opportunity to discuss together the tools to be put in place to help Ukrainian citizens and notaries.
On 29 April, we spoke at the 32nd conference of European civil-law notaries in Salzburg on “The rule of law – Putting the citizen first”. Bringing together European institutions and notaries, the Secretary of the High Council of the French notariat (CSN) Board in charge of European affairs, Laurence Leguil, spoke at the round table “Security meets artificial intelligence – legal security versus new technologies”. She pointed out that the use of this technology could be appropriate but also entailed risks for notaries and their clients, such as non-compliant processing of personal data.
In the framework of the French Presidency of the European Union, we hosted and celebrated the 20th anniversary of the European Judicial Network in civil and commercial matters (EJN), of which we have been a member since the beginning. Opened by the European Commissioner for Justice, the Director for Civil Affairs and the President of the High Council of the French notariat (CSN), this event was an opportunity to take stock of the achievements of the Network and to project it into the future. The mission of the EJN is to simplify and strengthen judicial cooperation between the Member States of the European Union.
In the frame of the justice sector support program (PASJ III) in Algeria set up by Expertise France to contribute to the implementation of reforms in the justice sector to consolidate the rule of law, we carried out a mission in Algeria from May 16 to 20, 2022. The aim was to carry out an inventory and advise on areas of work to strengthen the digitization of notarial studies. A number of notarial offices were visited, hearings took place with the ministries of digitalisation, post and telecommunications, trade, finance (domains and land registry) as well as with software publishers for notaries. Finally, a feedback seminar was held on May 19.
On the theme: "Notarial engineering, at the service of the real estate project, the business project, families.
On May 11, we organized a conference on the civil status of children. It brought together many personalities and organizations from civil society who are interested in this crucial theme in the recognition of the existence of children and decisive in the establishment of the rule of law. The International Organization of La Francophonie (OIF), the High Commissioner for Refugees (HCR), the Parliamentary Assembly of La Francophonie (APF), the Ministry of Foreign Affairs and UNICEF notably brought their expertise to the debate.
On April 26, we signed an amendment to the partnership agreement with Iran to strengthen our cooperation in the field of dematerialized notarial procedures, in particular remote signing, and to consider the organization of an international symposium on continental law and its economic efficiency.
On March 4, we took part in the event to launch this roadmap, which aims to guide and coordinate the international action of the various French players with a view to improving the universality and reliability of the recording of acts of civil status for the period 2021-2027, based on a human rights-based, integrated, universal and structuring approach. The French notariat was thanked for its support and mobilization in the development of this roadmap.
As part of its bilateral cooperation agreement signed in 2018 and renewed in 2020, we carried out a mission to Lebanon from January 20th to 26th, to study with Lebanese notaries the improvement of their computer system.
On 8 March 2021, we organized a ceremony for the 20th anniversary of the Sino-French Centre. The opportunity to meet up with partners and friends to retrace this common history and discuss the future pages to be written.
On 11 October 2021, we flew to Belgrade to renew our agreement on the modernization and digitalization of the Serbian legal and judicial world. We also held a working meeting on the digitization of notarial archives with our partners and the Serbian Post.
On 22 February, we received Mr Georgios Rouskas, President of the Greek Notariat. We exchanged best practices on the role of the notary in the context of real estate sales and auctions.
On 23 February, we received Mr Giampaolo Marcoz, President of the CNUE, Ms Valentina Rubertelli, President of the Italian Notariat and Mr Vincenzo Gunnella, President of Notartel.
We had a long discussion on future IT tools that will enable notaries of Europe to fight more effectively against money laundering.
On January 20, 2021, we spoke with the Spanish notariat. We discussed our respective projects in the fight against money laundering, dematerialization and support for vulnerable people.
On 22 November 2021, we hosted the CNUE Futurology Forum. Together with our European counterparts, we discussed the opportunities offered by e-identity, e-signature and the future European digital wallet.
In the framework of our cooperation agreement, w organised together with the Association of the Vietnamese notaries and the Ministry of Justice of Vietnam, a virtual workshop about remote electronic deed and proxy.
Together with ONU-Habitat, we organised a webinar ‘ What solutions for urbanisation in developing countries?’ during which our multidisciplinary team presented two kits about co-ownership and on off-plan sales.
On September 14, 2021, we hosted a webinar on the european digital identity. The revision of the e-IDAS regulation opens up new opportunities in terms of the use of e-identity and e-signature and the French notariat wishes to be a player in the future digital wallet.

On June 18, 2021, we intervened at the IVth Franco-Kazakhstan Forum of the Sorbonne-Kazakhstan Institute (Abai University) on the theme of Law in the Digital Age. The Forum was held in a hybrid format: nearly 50 participants were present in the premises of the Sorbonne-Kazakhstan Institute in Almaty, while 14 French institutional and academic speakers took the floor remotely. More than a hundred participants were connected. Many personalities intervened in the plenary session opened by the Ambassador of France in Kazakhstan, Didier Canesse. We presented the remote notarial act.
On June 15, 2021 we met for the first time, by videoconference from the High Council of French Notariat, the President of the young Uzbek notary, Mr. Dilshod ASHUROV, and his colleagues. During this meeting, Mr. ASHUROV underlined the interest for his notary to take as an example the experience of the French notary, especially in the digital field.
On June 15, 2021 we organized the 3rd French-Kazakh conference in a hybrid format on the theme “Notariat and digitization”. From our meeting room in Paris, we were connected with the Kazakh Republican Notarial Chamber in Nur-Sultan and with 17 regional Notarial Chambers of Kazakhstan. About 100 participants followed the works and were able to exchange their experiences.
On 14 July 2021, we went to Rome where we renewed the cooperation agreement with the Italian notariat. We had a long exchange on the digital projects of our two notariats and on the means made available to notaries for the fight against money laundering.
We renewed our cooperation agreement with the Mongolian Chamber of notaries that dates back to 2013. This juridical cooperation between France and Mongolia concerns training, information exchanges and the support of the French notaries’ expertise in the fields of land tenure security and digitisation.
At the request of the United Nations agencies FAO and Economic Commission for Europe, we intervened during an international webinar to present the main changes in the real estate market in 2020 in comparison to 2019, how the market is reacting this year, and the new services implemented in place by the notaries are working during the pandemic to adapt to the situation.
